Horses and Buggies on the Road
21 Del. C. § 4104 — a rider or a buggy has a driver's rights and duties
Every person riding an animal or driving an animal drawn vehicle on a roadway has all the rights and duties of the driver of a vehicle under the motor vehicle chapter, except those provisions that by their very nature can have no application.
Who handles this in Delaware: legal aid programs and the state offices, listed in the Delaware directory.
Which lamps a buggy carries at night, and whether the impaired driving law reaches a rider, are not settled by this section. A particular ticket is a question for a licensed Delaware attorney.
