The base fine is $20, and $25 for another offense within 24 months. On top of it, each mile over the limit adds:

Over the limitFirst offenseSubsequent
Over the limitMore than 5 and less than 16 miles per hourFirst offense$1.00 a mileSubsequent$2.00 a mile
Over the limitMore than 15 and less than 20First offense$2.00 a mileSubsequent$3.00 a mile
Over the limitMore than 19First offense$3.00 a mileSubsequent$4.00 a mile

Below any limit, speed still has to be reasonable and prudent for the conditions, slower at intersections, curves, hill crests, narrow roads, and in bad weather or near pedestrians.

Court costs and assessments are added to the fine. A particular ticket is a question for a licensed Delaware attorney.
