Idaho Code § 49-802 — yellow warns that red is coming, red means stop behind the line, and a right on red after stopping

Yellow is a warning. A driver facing a steady yellow is being warned that the green movement is ending, or that red will show immediately after it.

Red means stop, behind the line. A driver facing a steady red stops before entering the intersection and stays stopped behind the marked limit line, or if there is none, without blocking the crosswalk, until a signal to go is shown.

Unless a sign forbids it, a driver at a steady red may, after stopping, turn right, or turn left from one highway onto a one-way highway, yielding to pedestrians in the crosswalk and to other traffic. A red arrow forbids the movement it points to.

A motorcyclist at a triggered signal that does not detect the motorcycle comes to a full stop, and may go on with due care if the signal fails to change after one cycle.

On a green, every driver, including one turning, yields to traffic and pedestrians lawfully in the intersection or an adjacent crosswalk.
