Those are the four duties of a driver approaching a traffic incident, unless an officer directs otherwise. Not meeting them is a misdemeanor.

More than police cars. A traffic incident includes a stopped emergency vehicle with its flashing lights on, a tow car or utility or road department vehicle with its warning lights, a crash scene, a stalled vehicle, debris on the road, and a person out of their vehicle working on a repair.
