NRS 484B.165 — no typing, reading or handheld calls while driving, and a civil penalty from $50

While driving on a highway in Nevada, a person may not type or enter text into a handheld phone, use one to read or send data, browse or message, or hold one for a voice call unless an accessory lets the call happen without hands, beyond a touch to start or end a feature.

It is a civil infraction rather than a crime. The section does not reach someone reporting a medical emergency, a safety hazard or a crime, someone responding to a situation that needs immediate action where stopping would be dangerous, emergency responders and officers at work, or a voice-operated navigation system fixed to the vehicle.
