75 Pa.C.S. 3116 — a fine of $100, not a conviction, and no points

The fine. The penalty is a fine of $100 unless an ordinance sets less. It is not a criminal conviction, is not made part of the driving record for points, and is not subject to merit rating or surcharge points for insurance.

  • The notice is mailed within 30 days after the violation, or after the owner's identity is discovered, to the registered owner's address.
  • The owner may admit responsibility and pay, which is a final disposition.
  • The owner may, within 30 days of the mailing, request a hearing to contest liability.
  • No fine is authorized during the first 120 days of operation at the first intersection, or the first 45 days at each additional one.
