Consumer Protection Law 7 — three full business days to cancel a sale made at home
In Pennsylvania, when goods or services of $25 or more are sold to a buyer through a contact or call at the buyer's home, in person or by telephone, the buyer may cancel by written notice to the seller within three full business days after the day of the sale, returning or holding available any merchandise received. The notice is effective when mailed.
The three days do not start until the buyer has the cancellation forms. The seller has to tell the buyer of the right to cancel at the time of the sale and give a completed Notice of Cancellation form in duplicate. The cancellation period does not begin to run until the buyer has been told of the right and given those copies. The seller may not misrepresent the right to cancel.
After a valid cancellation, the seller refunds all payments and returns any trade in within ten business days. The form the section prescribes says that if the seller does not pick up delivered goods within twenty days of the notice, the buyer may keep or dispose of them without further obligation.
