75 Pa.C.S. 1111 — an assignment sworn before a notary, and the buyer's 20 days
Before a notary. On a sale, the owner executes an assignment and warranty of title on the certificate, sworn to before a notary public or other officer empowered to administer oaths, or verified by a licensed issuing agent or wholesale auction, and delivers the certificate to the transferee at the time the vehicle is delivered.
The buyer's 20 days. The transferee, within 20 days of the assignment, applies for a new title by presenting the properly completed certificate to the department, sworn or verified the same way.
