The Title That Never Came

G.S. 20-75 — the dealer delivers the assigned title with the vehicle, or to the lienholder, who forwards it within 20 days

At delivery. A dealer transferring a motor vehicle delivers the certificate of title, duly assigned, to the buyer at the time of delivering the vehicle.

  • Where the buyer gives a security interest, the dealer delivers the title to the lienholder, who forwards it with the buyer's application and fees to the Division within 20 days.
  • Where the buyer may cancel within 10 days of delivery, the dealer delivers the title at the end of that period.

Those are the two exceptions the section lists.

Blank titles. Any person who delivers or accepts a certificate of title assigned in blank commits a Class 2 misdemeanor.

A particular sale is a question for the state's motor vehicle agency, its dealer licensing board, or a licensed North Carolina attorney.
